Technical Project Manager
A member of our Technical Services Division, located in Monterey, CA, has an opportunity for a Technical Project Manager to join our team of qualified, diverse individuals.
Work as a member of a Northrop Grumman TS team supporting the DMDC. We are seeking a highly motivated person to serve and be responsible for the technical direction of one or more software engineering projects. The successful candidate will be well versed in Technical Project Management and have a deep understanding and experience of software engineering and project management. They will work collaboratively with all entities involved in the project and will serve as a liaison between program leadership, staff, and the client. Serves as mediator to internal issues and conflicting priorities for members of cross-functional teams focused on the delivery of new or existing products to clients. Routinely tracks plans and schedules, performs risk analysis, identifies and resolves critical path and network logic conflicts. Utilizes Gantt, PERT, milestone charts, earned value management and other project management techniques to gauge progress and identify performance variances to facilitate focus and intervention on critical areas.
Primary Roles and Responsibilities of the TPM will include, but not be limited to:
Conducts presentations for customer meetings as required
Typically utilizes both management and technical skills
Oversees the execution and completion of technology solutions projects
Develops, implements, and tracks project metrics to report performance
Assists management with recruiting, facilitation of meetings, conferences, and travel
Leads complex projects supporting company-client relationship, ensuring customer satisfaction
Oversees performance of the installation and client acceptance of software engineering projects
Monitors project completion from initiation through delivery to meet revenue and cost projections
Provides budget analysis, labor planning, and coordination of activities between client and company personnel
Prepares, develops and coordinates the integrated master plan and integrated master schedule to meet all project objectives
Supports the preparation of proposals, business plans, standard process documents, and other documents related to a government contract
Assist with the definition of strategic direction of various DMDC products
Assist in improving organization standards and guidelines.
Basic Qualifications: • Strong Technical Project Management experience. Complete inderstanding and wide application of technical principles, theories and concepts in the field.
• Bachelor's Degree, plus 5 years of experience. Additional experience can be used as substitution for education.
• Provide innovative solutions to highly complex technical problems; general knowledge of other related disciplines
• Experience in System Architecture & Design
• Experience working in a deadline-driven environment, handling and prioritizing multiple tasks. Works onder general direction, independently determines and develops approach to solutions.
• Previous experience acting as an advisor to management & customers on advanced technical research studies and applications.
• Well founded, written and verbal communication skills are absolutely essential to communicate effectively across all levels of staff and management.
• Top Secret Clearance
Preferred Qualifications: • Prior or current experience of Defense Human Resource Agency Field Activities projects/programs
• Familiarity with government environments and standards is desired
• Experience with RDBMS, including Oracle is desired
• Independent self-starter who can multi-task across projects and effectively organize under tight deadlines is desired
• Ability to analyze existing development lifecycle processes / procedures to identify possible refinements & enhancements a plus
• Experience with hardware cryptographic devices a plus
• Software application development experience a plus.
