Opportunity
The Office of the Chief Financial Officer of Lawrence Berkeley National Laboratory has an exciting opportunity for an experienced Principal Accountant.
Position will oversee the daily activities of the AP Department, which includes oversight of the workload distribution and payment processing of all AP staff.
Position will be responsible for liability account reconciliation and variance resolution, posting of journal entries, oversight of AP banking and cash handling activities. The accountant will be required to prepare analytical reports and flowcharts on a regular and ad hoc basis for LBNL Management, Division staff, UC, and the Department of Energy (DOE), and other government entities including the IRS and State and local governments. The position requires oversight of the monthly and annual closing process. The accountant will perform internal control reviews and recommend and oversee the establishment of internal control procedures.
The Principal Accountant will serve on cross functional teams on an as need basis representing the AP Department and must take a proactive, interactive, approach toward assisting AP processing staff with systematic, purchase order, receiving, and other issues preventing the smooth payment of invoices as well as provide exceptional customer service to our internal and external customers.
Required Duties
60% Oversight of AP Operations and Accounting Oversee the daily operations of the department including:
All activities related to voucher processing, invoice payment, and daily disbursement activities
Working with vendors and LBNL Procurement Department and Division staff to resolve payment and credit issues.
Working closely with AP staff to ensure coverage, resolution of backlog, workload distribution, and assistance with accounting or other issues on an as needed basis.
Documentation of department work processes and systems
Leadership in the identification and implementation of systems and process improvements
Serve as backup to the AP Manager. Serve as backup supervisor to AP staff in Manager's absence.
30% Reporting and Analysis
Provide accounting research and analysis including balance sheet account reconciliations, suspense account clearing, journal entry and approval and posting.
Prepare ad hoc reports as needed and provide analytical analysis to Manager
Prepare all required AP reports (including sales and use tax, 592- California withholding tax,1099 tax reporting) for LBNL, DOE, UC, Federal, State, and Local Entities
Serve as the contact person for all issues related to the OMB A-123 requirements for the AP department and prepare or update all flowcharts included in the submission.
Review internal controls and make recommendations and formulate policies and procedures as needed.
Conduct research and analysis on invoice payment delay issues related to purchase orders, receiving, certification, or other items
10% Departmental and Cross Functional Projects Represent the department in audits and other reviews, participate in cross functional projects, meet and work with Division staff to resolve issues. Prepare presentations for Division and Management Staff. Other reporting, accounting, or supervisory duties as needed to assist the department in its efforts to streamline procedures and processes.
Qualifications
Required:
Bachelors Degree in Business Administration, Accounting, Finance, or related field and extensive professional-level experience.
Experience in the operations of a high volume accounts payable department.
Comprehensive knowledge of and expertise in interpreting and applying financial accounting policies and procedures including the use of Generally Accepted Accounting Principles.
Extensive experience in the development and maintenance of complex financial spreadsheets and databases containing advanced functions and experience in utilizing commercial and/or institutional financial tools.
Extensive experience applying skills to independently research, interpret, analyze, compile, and present data and information.
Extensive experience in advanced decision making, problem-solving and analytical skills to independently solve highly complex issues requiring mature judgment, discretion and tact; experience negotiating desirable outcomes.
Extensive experience in communication skills, both written and verbal to effectively prepare and deliver financial briefings, documentation, reports and expert financial advice to senior Laboratory personnel, and /or other external organizations and agencies.
Extensive experience using interpersonal skills to effectively explain, negotiate, persuade and build consensus among diverse stakeholders; demonstrated ability to establish and maintain effective working relations with all levels of personnel, both internal and external to the Laboratory.
Proven ability to independently devise new approaches, perform assignments and make decisions with high consequence of error without appreciable direction from management.
Preferred :
CPA or MBA is desirable.
Experience working in the Department of Energy national laboratory environment.
Salary Ranges:
Principal Accountant Min $81,504 - Max $112,068/yr MRZ (Market Salary)
